EuPolis Split

EuPolis Split was our first major investment project in spatial development and public-private partnership. It represented the first experiment in integrated urban development based on the principles of wise spaces.

Launched in 1998, the project was situated in a location that included the ancestral land of the company's founder.

Thus, the vision of this pilot project—a wise, multiple intelligences neighbourhood—was conceived to start from the founder’s own doorstep. The project was initiated with initial capital from friends and acquaintances, with the founder pledging his family assets.

The Eupolis Group led the project. We managed every aspect, from conceptualisation, development of the business and legal implementation model, securing financing, and design to obtaining permits and marketing the project to the market.

The project site is in the residential business zone of Kman, between Šibenska Street and Domovinskog Rata Street, one of the most important access roads to Split City.

The gathering of all property owners began in 2000, alongside a lengthy process of resolving property issues and creating a detailed urban plan with the support of the Kman District Council and the city administration. Simultaneously, a group of investors was assembled, starting with the initial investor Werner Herren, founder of Kurszentrum Aarau in Switzerland, along with local investors and buyers.

The project encompassed 10,400 m2 of undeveloped private and public “brownfield” and construction land. The location was burdened by unresolved property and legal issues involving more than 30 owners and heirs. The City of Split owned part of the land.

Thanks to an exceptionally well-designed program, urban planners approved the construction of 14,000 m² of total built-up area through the detailed urban plan (DPU). At this stage, the Italian Croatian group Petrolvilla & Bilić joined the project, providing the capital necessary for obtaining the building permit. Subsequently, Vicus d.o.o. and Agram Group entered the project as buyers. Construction began in 2009 and was completed in 2012.

The development, featuring Split’s first business tower, now stands as an example of well-balanced and high-quality mixed-use construction. It provided relevant value to all stakeholders, including landowners, the City of Split, neighbouring residents, the Kman District Council, investors, and the city. The total construction investment amounted to €30 million, while the commercial value, adjusted to today’s terms, exceeds €60 million.

The project is now an example of best practices in group investment, providing significant financial benefits to all private and public stakeholders: increased property values, resolution of property and urban-architectural issues addressing traffic and other spatial needs and creation of high-quality space for living, working, and housing.

After its renovation and opening in 2014, the fortress became a prestigious stage for cultural events and an example of successful regeneration of cultural heritage with the use of EU funds.

In the late 1990s, following the end of the Croatian War of Independence, the city of Split became a “case city” within Croatia and broader European contexts due to the high rate of hard drug abuse among its youngest population. Experts, politicians, parents, educators, media, and the public were deeply concerned.

The integrated development of the City of Biograd included numerous projects worth a total of around 10 million euros, including the construction of the Business Incubator, the BioSfera Center for Sustainable Active Tourism, the Tourist Information Center, and the Recycling Yard.
